1. Acceptance of Terms
Welcome to the Cambodia Community Paralegal Network website
(cambodiaparalegals.org), a digital educational toolkit proudly managed by the
Community Legal Education Center (CLEC). By accessing and using this website,
you accept and agree to be bound by the terms and provisions of this agreement.
2. Educational Purpose and Legal Disclaimer
The primary mission of CLEC is to build legal empowerment
for vulnerable communities, youths, women, and human rights defenders working
on and affected by Land and Natural Resources (LNR) issues for access to
justice and inclusive development. The textbooks, manuals, and multilateral
dialogue ("peace table") guides provided on this website are strictly
for educational and capacity-building purposes.
While CLEC employs experienced lawyers who handle hundreds
of public interest and strategic litigations, accessing the materials on
this website does not create a lawyer-client relationship. The content
herein does not constitute formal legal representation or binding legal advice.
Individuals facing imminent threats, criminal charges, or serious persecution
should seek direct consultation through our official organizational channels.
3. Intellectual Property and Copyright
CLEC was established in 1996 as a legal resource center and
has since produced foundational legal textbooks, which remain among the few
Cambodian legal texts available across various subjects. All original content
on this platform—including digitized textbooks, training manuals, case studies,
and research reports—is the exclusive intellectual property of the Community
Legal Education Center.
Our active network of 254 community-based paralegals, which
includes 69 women, operating across 18 provinces and the capital, are
authorized to use these materials for local dispute resolution, mediation, and
community advocacy actions. However, no party may commercially exploit, sell,
or alter these materials without explicit written permission from CLEC.
4. Acceptable Use
This platform is designed to increase the active
participation of communities who heavily depend on land and natural resources.
Users agree to use this site only for lawful purposes that align with our
overarching vision: ensuring the Cambodian people live in a society under the
rule of law, in peace, and in social harmony. You agree not to use the platform
to harass, intimidate, or spread disinformation that could harm local
communities or environmental justice initiatives.
5. Third-Party Advertisements and External Links
To support the sustainability of this educational platform,
this website may display advertisements served by Google AdSense. CLEC does not
implicitly endorse the specific products or services advertised by these
third-party vendors. Furthermore, this site may contain links to external
partners and affiliated networks (such as the NGO Forum on Cambodia or Earth
Rights International). CLEC is not responsible for the content, accuracy, or
terms of service of these external websites.
6. Modifications to the Terms
CLEC reserves the right to modify these Terms of Service at
any time to reflect changes in our Legal Empowerment Program (LEP) or Access to
Justice Program (AJP). We encourage users to periodically review this page for
