is a digital toolkit proudly managed by the Community Legal Education Center
(CLEC). The digitized legal textbooks, training manuals, and step-by-step
guides on multilateral dialogues—commonly known as "peace
tables"—provided on this platform are strictly intended for educational
and capacity-building purposes. These resources are explicitly designed to
support our active network of 254 community-based paralegals, which includes 69
women, in providing local legal training, consultation, and mobile mediation
across 18 provinces and the capital.
2. No Formal Lawyer-Client Relationship
CLEC proudly employs two experienced lawyers who actively
handle hundreds of public interest cases and strategic litigations. However,
accessing, downloading, or reading the educational materials on this website
does not establish a formal lawyer-client relationship between the user and
CLEC's legal team. The content hosted on this platform does not constitute
binding legal counsel or formal legal representation.
3. Emergency Legal Aid and High-Risk Situations
CLEC’s mission is to build robust legal empowerment for
vulnerable communities, youths, women, and human rights defenders working on
and affected by Land and Natural Resources (LNR) issues. We recognize that many
human rights violation victims face a high risk of serious persecution.
Individuals facing imminent threats, intimidation, or criminal charges must not
rely solely on these online educational manuals. For direct legal services,
fact-finding, and strategic litigation support, affected individuals must seek

4. Accuracy of Legal Frameworks
Through our Legal Empowerment Program (LEP), CLEC
continuously works to strengthen the public's understanding of national and
international legal frameworks. While we strive to keep our digital library
accurate, laws, policies, and regional frameworks are subject to change. CLEC
does not guarantee that every digitized textbook, public report, or legal
manual reflects the most recent legislative amendments.
5. Limitation of Liability
The Community Legal Education Center, its Board of
Directors, and its affiliated partners shall not be held liable for any direct
or indirect damages, losses, or legal consequences arising from the use of, or
inability to use, the information provided on this public platform. All actions
taken by users based on this website's content are at their own discretion,
keeping in mind our ultimate vision: that the Cambodian people live in a
